A metro Atlanta city is debating a controversial new ordinance that could hold parents or legal guardians liable for crimes committed by their children.

Covington city leaders say the proposal comes after growing concerns about teen violence, disorderly behavior, and safety issues at large public events — including the city’s canceled Fourth of July celebration. 🎆

City officials say groups of teens from across the area have repeatedly caused problems during major events, prompting calls for stronger accountability measures.

Under the proposed ordinance:
⚖️ Parents would be required to “exercise reasonable control” over their children
🚔 Guardians could face citations if they knowingly allow criminal or destructive behavior
🛑 Crimes mentioned include property damage and disorderly conduct

Supporters say the ordinance is about encouraging responsibility — not jailing parents.

Critics, however, argue the plan:
❗ Could unfairly target low-income families
❗ May be difficult to enforce
❗ Doesn’t address security issues at large events

Some parents support the proposal, saying accountability starts at home, while others believe children will sometimes make bad decisions regardless of parenting.

Covington City Council is expected to hold public discussions and votes on the ordinance in the coming weeks.
